The development partner must be capable of delivering a high-quality scheme in line with Kingston upon Hull’s local plan [Deadline 27 February 2026]
Hull City Council council seeks a developer for its Albion Square city centre site.
The development partner must be capable of delivering a high-quality scheme featuring residential, commercial, leisure and culture aligned with Kingston upon Hull’s local plan.
Successful bidders must demonstrate previous experience delivering similar large-scale mixed-use city centre developments and present a vision statement, masterplan and outline design proposals.
This site has a wider significance for the future economy of Hull, as a visitor destination and a place that people choose to live, work, and play. Albion Square is in the heart of the city centre with substantial frontage to King Edward Square, one of the main shopping areas within the retail core.
The site is approximately 1.063 hectare and the Council own the development land.
Award criteria at the initial tender stage weight technical quality at 65%, financial proposals at 30%, and social value at 5%. Final tender evaluation will shift to 70% financial assessment, 20% technical quality, and 10% social value.
